ArrangeOverride Method (PolarPanel)
When overridden in a derived class, positions child elements and determines a size for a System.Windows.FrameworkElement derived class.

Parameters
- finalSize
- The final area within the parent that this element should use to arrange itself and its children.
Return Value
The actual size used.

Target Platforms: Windows 7, Windows Vista SP1 or later, Windows XP SP3, Windows Server 2008 (Server Core not supported), Windows Server 2008 R2 (Server Core supported with SP1 or later), Windows Server 2003 SP2
