How to show actual x, y values in the tooltip of crosshair?

Tooltips obey Axis CursorLabelFormat and CursorLabelPrecision. This can be adjusted either on the axis, or by using the LabelProvider API

Simple way:

sciChartSurface.yAxes.add(new NumericAxis(wasmContext, {
        visibleRange: new NumberRange(0, 1),
        labelFormat: ENumericFormat.Decimal,
        labelPrecision: 4,
        cursorLabelFormat: ENumericFormat.Decimal, // See here 
        cursorLabelPrecision: 4,
    }));

More complex way, build a Custom LabelProvider class:
