Is it possible to display tooltip on the x axis label or other control?

Hello,
I would like to display tooltip in front.

Case1:
At Stacked/FastColumnRendarableSeries,
I would like to display tooltip on the x axis’s label.
Is it possible?

Case2:
At PieChart,
I would like to display tooltip on the other control,
Because, pie chart’s area is narrow.
Is it possible?
